In order to thoroughly implement Chinese President Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, accelerate the building of a talent-rich country, implement the Opinions on Accelerating the Reform and Development of Graduate Education in the New Era issued by the Ministry of Education, the National Development and Reform Commission, and the Ministry of Finance, and further enhance high-level talent training and discipline construction, Tongji University will continue to implement the Government-sponsored Graduate Overseas Education Program in 2023 according to the relevant work arrangements of the China Scholarship Council (CSC).According to the requirements of selecting first-class students to be taught by first-class tutors in first-class foreign universities, research institutions or disciplines, the program aims to cultivate top-ranked innovative talent with international vision, understanding of international rules and able to participate in international affairs and competitions. The notice on the launch of program 2023 is hereby issued, and all relevant colleges and applicants shall abide by the following requirements:

I. Programs and Candidate Categories

1. Government-sponsored graduate overseas education program for national construction of high-level universities:All disciplines and majors of Tongji University are included in the program.

(1) Joint training of doctoral candidates: 6-24 months. It refers to that Tongji University's doctoral candidates go abroad for joint training and conduct research on doctoral dissertations during their studies.

(2) Study for a doctoral degree: 36-48 months. It refers to that Tongji University's fresh master's graduates or fresh graduates go abroad to study for a doctoral degree.

2. Special training program for art talent:This program is mainly aimed at outstanding students majoring in art. Focus is placed on art majors whose domestic development lags far behind the international development, with priority given to emerging design majors or inter-disciplines such as interactive design, fashion design, experience design, information design and service design.

(1) Study for a doctoral degree: 36-48 months;

(2) Joint training of doctoral candidates: 6-24 months;

(3) Study for a master's degree: 12-24 months;

(4) Joint training of master's degree candidates: 3-12 months. Applications shall be made through cooperation channels between Tongji University and foreign universities/institutions.

*It may involve College of Design and Innovation, Shanghai International College of Design and Innovation, College of Arts and Media, School of Automotive Studies, etc., but not limited to the above colleges.

3. National and regional research talent support program:It focuses on selecting specialized talent studying politics, economy, culture and education of Belt and Road countries and regions for overseas education. The relevant majors include humanities and social sciences such as international relations, international politics, history and law, and a small number of science and engineering majors related to the study of national and regional issues.

There are two application methods for this program: 1) Personal channel: The applicant contacts the overseas education institution through the personal channel, and submits the application according to the relevant procedure after receiving the invitation letter. 2) Project-based selection: According to the method of "project approval first, selection later", the reverent discipline applies for projects first, and then CSC organizes experts to review and determine the funding project. The project owner recommends candidates according to the approved project and candidate conditions, and the admission is reviewed by CSC. The implementation period of the approved project is three years.

(1) Study for a doctoral degree: 36-48 months;

(2) Joint training of doctoral candidates: 6-24 months;

(3) Study for a master's degree: 12-24 months;

(4) Joint training of master's degree candidates: 3-12 months. Applications shall be made through cooperation channels between Tongji University and foreign universities/institutions.

*It may involve the School of Foreign Languages, School of Law, School of Political Science and International Relations, School of Economics and Management, Shanghai International College of Intellectual Property, etc., but not limited to the above colleges.

*Theproject-based applicationinvolves multiple statuses of overseas education (student, visiting scholar, etc.), and candidates can be sent to different countries or institutions. 4. Foreign cooperation programs and exchange scholarship programs with relevant countries:Students are selected and funded according to the agreements signed between CSC and relevant countries, universities, and research institutes, such as the Sino-Dutch Bilateral Exchange Scholarship, Cooperation Scholarships with the University of Cambridge, Sino-French Cai Yuanpei Cooperation and Communication Program, and Sino-German (CSC-DAAD) Postdoc Scholarship Program. The relevant majors, candidate categories and conditions are subject to the requirements specified in the selection notice or selection method of each exchange scholarship issued by CSC.

*The CSC has signed hundreds of scholarship cooperation agreements in Europe, Asia, Africa, America and Oceania. Students can apply for cooperation scholarships from universities with obvious academic advantages related to their own majors.

5. Talent training program of international organizations:Students are selected to participate in internship programs of international organizations, so as to increase the understanding of Chinese youth about international organizations and cultivate reserve talent interested in working in international organizations.

There are two ways to apply: 1. Students apply for CSC funding after obtaining an official internship offer from international organizations throughinstitution or personal channels; 2. Students apply for cooperation programs between CSC andrelevant international organizations(International Trade Center, UNDP, International Civil Aviation Organization, UNESCO, International Telecommunication Union, etc.).

*Applicants shall be students studying for a bachelor's degree or above, or holders of a bachelor's degree or above. Students who are sponsored by the government to study abroad can also apply during the funding period. The candidates for cooperation programs with relevant international organizations are generally fresh graduates with master's or doctoral degrees.

6. Short-term overseas exchange program for doctoral tutors:It is a supporting sub-program of the Government-sponsored Graduate Overseas Education Program for National Construction of High-level Universities. It is aimed at domestic doctoral tutors whose students participate in the upper-level program. They are classified as senior research scholars. The period of exchange visit and funding is one month.

II. Selection Principles and Relevant Majors

1. The selection shall be based on the actual needs and development plans of Tongji University and each college in graduate training, research bases and platforms, major research projects, and key discipline construction.

2. Adhering to the "three first-class" principles, the most outstanding students are selected and sent to first-class universities or internationally renowned research institutes and laboratories in countries and regions with developed education and technologies (excluding Hong Kong, Macao and Taiwan) to learn from first-class professional tutors.Please carefully consider factors like COVID-19 pandemic that may affect the actual dispatch according to your training scheme, and rationally choose the institution to study abroad and make arrangements, so as to ensure the smooth dispatch and on-schedule graduation.

3. All disciplines and majors of Tongji University are included in the program.

4. Each college must, on the basis of ensuring the quality of selected students, recommend doctoral and master's degree candidates for joint training, candidates for doctoral and master's degrees, with preference given to students whose domestic tutors have cooperated with foreign universities and tutors in research projects.

III. Application Conditions and Requirements

1. Applicants shall comply with the rules and requirements specified in the Selection Guidelines for the CSC-funded Overseas Education Program, the Selection Methods for Government-sponsored Graduate Overseas Education Program for National Construction of High-level Universities, and the Selection Guidelines for the Government-sponsored Graduate Overseas Education Program of Tongji University.

2. Applicants shall be full-time off-job students (not in the program of commissioned training and job-oriented training) registered at Tongji University, and conform to the specific requirements of Tongji University for different categories of applicants.

3. Applicants shall meet the requirements specified in relevant program guidelines on research ability, foreign language proficiency and age. Applicants for the cooperation scholarship between CSC and foreign education and research institutions shall meet other requirements for the scholarship.

**Notes:Since CSC has not yet released the implementation rules for the program 2023, please refer to the notice on the implementation of the program 2022 and the 2022 Government-sponsored Overseas Education Program Work Manual (see the link in the original text), and carefully read the application conditions, foreign language proficiency requirements, and application requirements for each program to prepare application materials.The final program implementation rules are subject to the latest 2023 selection methods released by CSC.

IV. Selection Method

1. Each college (department, institute) shall arrange the selection and recommendation according to the needs of graduate training and discipline construction, and appoint officials and specially-assigned persons responsible for this work. They shall guide the applicants to prepare for the application, guide domestic tutors to play a role in external contact and study planning, and connect with foreign universities through the existing international cooperation channels between domestic and foreign tutors for joint training.

2. Each college (department, institute) shall follow the selection principle of "impartiality, fairness and openness" and adopt the method of "individual application, recommendation from tutors and colleges, expert review, and merit-based selection". Each college (department, institute) shall set up a working group for the government-sponsored graduate overseas education program to select, recommend and manage applicants in accordance with the requirements of CSC and Tongji University. They shall carefully organize the materials review and expert review, organize doctoral candidates involved in joint training to participate in the defense, and select applicants with strong political integrity, good moral character, good physical and mental health, and great potential for scientific research.

3. The CSC-funded Overseas Education Program mainly relies on the cooperation channels between colleges, tutors, International Exchange and Cooperation Office and foreign high-level education institutions (institution and personal channels), and cooperation program channels (special projects) between the Ministry of Education/CSC and foreign universities and research institutions. Master's degree candidates involved in joint training must be sent through existing Sino-foreign cooperation programs of Tongji University.

V. Schedule (to be officially released)

VII. Special Notes

1. Since CSC has not yet released the 2023 Selection Guidelines for the CSC-funded Overseas Education Program, please refer to the 2022 Government-sponsored Overseas Education Program Work Manual (see Attachment 2) and make preparations for the application. The final program implementation rules are subject to the latest 2023 selection methods released by CSC, which are generally announced successively in December of that year.

2.Students who intend to apply for the 2023 Government-sponsored Graduate Overseas Education Program shall contact foreign universities and tutors as soon as possible after discussing with domestic tutors. Please obtain required materials before the new semester starts on February 20, 2023, including official invitation letters from foreign universities, letters of recommendation from domestic tutors, resumes of foreign tutors, certificates of foreign language proficiency, study plans signed and approved by both tutors, official transcripts as of the most recent semester, valid identity certificates (valid for more than three months when applying), and copies of highest degree certificates.

3. The Graduate School will host program information sessions from November to December, and invite past candidates to share their experience. Please pay attention to the information release channels for specific notices.

4. Undergraduates who intend to apply for the program shall contact the Undergraduate School (Tel.: 65980181). Teachers who intend to apply for the program shall contact the Exit and Entry Management Section of the International Exchange and Cooperation Office (Tel.: 65983315) (excluding short-term overseas exchange program for doctoral tutors).

5. Applicants are not allowed to give up their eligibility for overseas education funding for subjective reasons. Please consider carefully in light of your academic conditions and other factors.
